Rem Louis, 23, of Spring Valley, was shot around 3 p.m. while driving the cab with two passengers, said Det. Sgt. Brian Corbett.

Hakeem Gentles, 22, also of Spring Valley, was charged with second-degree attempted murder and first-degree assault in connection with the shooting, said Corbett.

An investigation into the shooting revealed that the incident was not a random shooting and police believe that one or two of the taxi's passengers were the intended victims, said Corbett.

Gentles is being held at the Rockland County Jail on $1 million bail.

Louis was being treated at Westchester Medical Center until his death earlier Tuesday.
