Alexander Godoy, 26, was arrested after a sheriff's deputy observed him driving in an erratic manner round 4:47 a.m., said Chief William Barbera.
During the stop, Godoy was found to be intoxicated and refused to comply with required procedures. He was charged with DWI and obstructing governmental administration, Barbera said.
He is being held at the Rockland County Jail on $2,500 bail.
