Vladimir Vera, 45, of Rivervale, N.J., was charged after officers spotted him driving erratically around 1:34 a.m., police said.
Once stopped, officers said Vera had glassy eyes, poor motor coordination and an odor of alcohol. He also had an open container of alcohol in his vehicle, police said.
Following his arrest, Vera refused to take a breathalyzer test. Officers also found that Vera's was driving on a suspended license for failing to answer another summons, police added.
He was charged with DWI and driving without a license and released to a sober party on $200 bail.
Vera is scheduled to appear in court on April 11.
